Where to Register?
I've Got A Domain, Now What? Your registrar will let you control the ip addresses associated with your domain name. Chief among them is to provide the "name server" so your registrar knows where to send requests for information from your domain name.

Virtual Hosting - Pay a company to host your files. Many use cpanel as a control panel for you to make changes.

Section 4: Simple Hosting Using Xampp
Running XAMPP is the easiest way to host a web site on a Windows machine. Just have/know your *public* ip address, open your Windows firewall on port 80 (web server), and run XAMPP. It's that simple.
Many people know from their own experience that it's not easy to install an Apache web server and it gets harder if you want to add MySQL, PHP and Perl. XAMPP is an easy to install Apache distribution containing MySQL, PHP and Perl. XAMPP is really very easy to install and to use - just download, extract and start.

I forgot to mention that any changes on the domain name, dns, whois, and IP level will take a while to update... up to 48 hours.
This guide doesn't offer everything... but it will get you going in the right direction. It's the kind of guide that I never had when I was figuring this stuff out a number of years ago.
